From CBPP: Graham/Cassidy ACA Repeal Efforts would Cut Medicaid Expansion (Report)

Senators Cassidy and Graham’s bill to repeal the Affordable Care Act (ACA) would deeply cut Medicaid by ending the ACA’s Medicaid expansion and converting the rest of Medicaid to a per capita cap.
The per capita cap alone would cut federal funding for seniors, people with disabilities, families with children, and pregnant women by an estimated $175 billion over ten years and more than $1 trillion over 20 years, while also making federal Medicaid funding far less responsive to need.
As a result, the Cassidy-Graham cap would likely result in millions of low-income seniors, people with disabilities, and children and families ending up uninsured or losing access to needed care.
On top of this, the bill would make home- and community-based services (HCBS) that states fund through Medicaid especially vulnerable to deep cuts. Facing steep cuts in their overall Medicaid funding, states would likely curtail these services, which in 2013 allowed almost 3 million seniors and adults and children with disabilities to receive care at home instead of in a nursing home.
Capping and cutting federal funding would force many states to make excruciating decisions on whom they cover, the benefits they provide, and how much they pay providers, likely jeopardizing coverage and care for vulnerable populations.
