The Trump Administration’s approval of Kentucky’s demonstration project or “waiver” confirms its intention to let states deviate from Medicaid rules in ways that will reduce the number of people of health coverage and make it harder for those covered to get care. Kentucky is the first state that HHS has allowed to make participation in work a requirement for Medicaid eligibility. This waiver has been historically denied because work requirements are inconsistent with Medicaid’s purposes.
